This study proposes a qualitative analysis of the communication strategies adopted by the Directorate-General of Health towards the Portuguese population, specifically in the first wave of the COVID-19 pandemic. Therefore, it intends to observe how this entity uses the social network Twitter to develop the dissemination of information, seeking to define the characteristics that mark the discourse of the different guidelines. To this end, the qualitative-interpretative paradigm was adopted, based on a documental analysis of secondary sources, having adopted the thematic analysis. In Portugal, it was observed that, concerning the exponential spread of the virus, the communication flow was adapted with a greater recurrence of hashtags, infographics, health reports, and external links.
